I tried reinstalling the COM library and undertook the registry and ini file changes but with no luck. After reinstalling Windows the computer is now fine, but I have relegated ICQ to the sin bin forever.

How do I get around that? I was having some of the symptom's described here and having my computer restarting suddenly whenever I would try to reinstall IIS, or create a web application or web service in Visual Studio I didn't want to mess around in the registry, so I tried a repair install.
When I tried install, I received the message that my computer had a newer system than was on the release CD. I then backed out all of the hot fixes and SP2. When I again tried the CD, I found that it doesn't have a repair feature; only an initial install or an upgrade install. So, in complete frustration, I decided to see if backing out all of the newer stuff might have fixed the problem. I verified that localhost still received the same errors.
When I then tried localhost, everything was up and running. My next step will be to reinstall all of those fixes and SP2 -- and pray that doing so doesn't break things again. My best bet is that SP2 interferes with the VBS script and presents the same symptoms as you'd get with a 'real' com plus corruption problem. Thanks to all of the earlier contributors. It replaces the default recycle bin. Do you actually need DCOM for anything? I sure don't. If not, you can probably disable this service with no side effects besides the Event Log complaining upon reboots. This service is required for System Event Notification. One of the support files that you'll probably never have any use for, but if you disable it, the warning notices you receive are worse than leaving it enabled.
Disabling this service will generate Event Log entries noting it isn't running. An annoyance, but not harmful. The Manual setting avoids the Event Log entries. I doubt the average user really cares about this. I have also not seen any applications that use this. You will receive, in the Event Log, an entry complaining about not having this service running if disabled. I have yet to find a side effect, though. For a "safe" configuration, leave this service on automatic. This will remove the error.
